Pitting under propane tank rain cap ?

Ok I have a propane tank with some serious pitting under the rain cap . Now some of this will be removed when the bungs are removed. Question is should I just fill it with weld or cut it out and patch or roll it to the bottom and put seam side up ? Any other ideas ?

Most guys cut it out and patch the holes. It would be a lot of work to weld them up and try to grind it smooth.
